Preheat the oven to 350ºF. In a small bowl, sift together flour and salt. Cream butter in a large bowl until light and fluffy, add sugar and cream the mixture until well-combined. Add milk and vanilla, and mix to incorporate. Add the flour to the sugar and butter mixture in 3 portions, making sure flour is completely mixed in before adding the next portion. Taking 1 Tbsp of dough at a time, form the dough around 4-5 chocolate chips and shape it into a smooth ball with no chocolate chips showing. Bake on ungreased baking sheets for 18-20 minutes or until lightly browned. Remove to wire racks to cool. In the meantime, create the glaze. Combine the powdered sugar, milk, vanilla and food coloring in a bowl until smooth. (Note: Begin with 2-3 drops of food coloring and add more until you reach the desired color. Add a splash of milk at a time if you need to thin the glaze.) Once cookies are cool, transfer them to wax paper. Dip each cookie in the glaze, covering completely, and return to wax paper. Allow glaze to dry. If desired, melt ¼ cup chocolate chips (you won’t use the whole package for the cookies) and drizzle over the cookies.
