Cook pasta according to instructions on the package. Once cooked, rinse pasta under cold water until cooled and then drain. While cooking pasta, chop the pepper, onion and crabmeat into chunks. Set aside. In a large bowl, mix mayonnaise, sugar, vinegar, milk, salt and pepper together until well combined (whisk, if needed). Add the cooled pasta, chopped veggies and crab to the bowl until sauce covers everything evenly. Adjust the sauce to your tasting by adding more mayonnaise, sugar and salt. Chill and serve.
