Combine the following in a crock-pot: onion, potatoes, and carrots. In a small bowl, blend the following: water, garlic, bay leaf, sugar, vinegar, pepper and contents of spice packet. Pour liquid mixture over vegetables. Top with brisket and cabbage. Cook in crock-pot on low 8-9 hours until meat and vegetables are tender. Before serving, remove the bay leaf.
