Make instant mashed potatoes according to package before starting the pie recipe. Preheat the oven to 375°Fahrenheit. Brown meat in skillet and drain grease. Mix potatoes, cream cheese, and 1/2 cup of the shredded cheese until well blended. Set aside. Next, stir vegetables and gravy into meat. Spoon meat and vegetable mixture into 9-inch square baking dish and cover with potato mixture. Sprinkle remaining with 1/2 cup of shredded cheese. Bake for 20-25 minutes.
