Boil water in a medium size pot. Rinse and peel potatoes, then cut into small cubes. Add peeled potatoes to boiling water. Boil until tender, then drain and set the potatoes aside to cool. In a mixing bowl, stir sugar and salt into vinegar. Then combine the mayonnaise and vinegar mixture together and whisk. Add pepper (to taste) and scallions into the mixture. Once combined, add the cooled potatoes. Fold the potatoes into the mixture until even coated. To serve cool, refrigerate until service.
