Preheat oven to 375 Fahrenheit. In a baking dish, spray non-stick cooking spray. In a microwave-safe mixing bowl, combine the butter, lemon juice and garlic powder. Heat the ingredients in 10-second intervals until butter has completely melted – approximately 1 minute. (Stir between each session.) Place tilapia in the baking dish and pour mixture over them until they are completely covered. Sprinkle parsley flakes over fillets. Bake for 40 minutes, turning fillets every 10 minutes. Remove from heat once fish easily flakes with a fork.
